MISSION

The Association of State Uniform Crime Reporting Programs, Incorporated, (ASUCRP) represents participants of the National Uniform Crime Reporting Program (UCR) and the National Incident Based Reporting System (NIBRS) on the state, regional, and national levels, and provides a method of exchanging technical data on UCR/NIBRS methodology and efforts in a regional, state, or local setting.

PURPOSE/GOALS

The Association is dedicated to improving the collection, use, and the utility of crime data as reported through UCR/NIBRS, and all state and local crime reporting programs. ASUCRP meets these goals through:

The president of the Association represents the membership at committee meetings of the FBI’s Criminal Justice Information System Advisory Policy Board UCR Subcommittee.

MEMBERSHIP

Forty-six states, the District of Columbia, and two Territories are active members of the ASUCRP. There are three levels of membership in the Association.

Active Membership is available to any state, District of Columbia, and the Territories with a UCR/NIBRS program. States and territories without a state-designated program may become Active Members upon a two-thirds vote of the existing Active Membership. Each Active Member has one voting representative and will have a vote in any business meeting of the Association.

Associate Membership is available to any federal, state, local or other law enforcement agency which submits UCR/NIBRS data to the FBI. Associate Members are encouraged to attend and participate in the annual business meetings of the Association but do not have voting privileges.

General Membership is available to any person or organization which is interested in the goals of the Association. General Members are invited to attend and participate in the annual business meetings but do not have voting privileges.

CONFERENCES

The Association’s annual conference is an avenue for the exchange of information between various state programs. Representatives from participating states are given the opportunity to explore the various aspects employed by other programs for the collection of crime data. Information sharing and networking among members often helps them achieve more through innovation and replication of existing systems.

The conference is held once a year and hosted by the President’s state, or a membership state volunteering for this function. Speakers are invited from all areas of the criminal justice system and private sector: to discuss crime reporting; methodology, legislation, projects relating to the data collected; and various types of computer applications (from mapping to report processing). Dignitaries from criminal justice organizations and agencies often participate in the training sessions and workshops not only as speakers but as attendees. Active member states will send several staff members to the annual meeting because of the high quality of training provided.

STRUCTURE

At the conference the Association elects from the Active Members a President, First Vice-President, Second Vice-President, Secretary/Treasurer, and three members of the Coordinating Committee. The immediate Past President serves as the Chairperson of the Coordinating Committee.
