Cargo Theft Incident Report
   
Cargo Theft is the criminal taking of any cargo including, but not limited to, goods, chattels, money, or baggage that constitutes, in whole or in part, a commercial shipment of freight moving in commerce, from any pipeline system, railroad car, motortruck, or other vehicle, or from any tank or storage facility, station house, platform, or depot, or from any vessel or wharf, or from any aircraft, air terminal, airport, aircraft terminal or air navigation facility, or from any intermodal container, intermodal chassis, trailer, container freight station, warehouse, freight distribution facility, or freight consolidation facility.  For purposes of this definition, cargo shall be deemed as moving in commerce at all points between the point of origin and the final destination, regardless of any temporary stop while awaiting transshipment or otherwise.

Instructions for preparing the Cargo Theft Incident Report
Note:  The Hierarchy Rule does not apply to the incident of Cargo Theft.  When a Cargo Theft is involved in a multiple-offense situation, the reporting agency must report the Cargo Theft as well as the additional Part I offense.
Cargo Theft Incident Report                                    
The incident report should be used to report an initial Cargo Theft incident, to adjust information in a previously reported incident, to delete a previously reported incident, or to report zero Cargo Theft incidents for the month.
   
A separate Cargo Theft Incident report is to be submitted for each cargo theft incident.  
   
Administration Information
  ORI:  Provide the seven character Originating Agency Identifier Number assigned to your agency.
  Report Type: Check the appropriate box indicating the type of report as Initial, Adjustment, Delete, or Zero. 
  Incident Number:  Provide an identifying incident number.  This is the number assigned by your agency to each Cargo Theft incident to identify it uniquely.  The number can be up to 12 characters in length and can be the actual case number or a number assigned purely for UCR purposes.
  Incident Date:  Provide the date of the incident in the provided spaces in the format of MMDDYYYY.  Report the month, day, and year when the incident occurred or started.  If the incident date is unknown, use the date of the report, followed by an "R".
  Incident Hour:  Provide the incident hour in the provided spaces using military time.  Military 24-hour time is to be used.  If the incident hour is unknown, do not report time.
   
Cargo Theft Completed or Attempted:  Check the appropriate box indicating whether the incident was Attempted or Completed.  
   
Location:  Check the appropriate box indicating the location of the Cargo Theft incident.
   
Weapon / Force Involved:  Check the appropriate box(es) indicating the type of weapon or force involved.  More than one weapon/forced involved can be selected.
   
Victim Information:  Check the appropriate box(es) indicating the type of victim(s) identified within the incident.  More than one victim can be selected.
   
Offender Information (up to 5 offenders):    
  Age:  Report the age of each offender either as an exact number or years, a range of years, or as unknown as follows:
  01 to 98 years old - report the exact age.  Report the exact age in box on right.
  99 - over 98 years old.  Should the exact age be unknown, an age range may be reported.  Example, for a teenager the report could by "13 to 14".
  00 - unknown
  Sex:  Check the appropriate box - M for Male, F for Female, and U if the sex is Unknown.  
  Race:  Check the appropriate box(es) - American Indian/Alaskan Native, Asian, Black, White, Native Hawaiian/Pacific Islander, or Unknown.  More than one may be selected.
  Ethnicity:  Check the appropriate box - Hispanic/Latino or Not Hispanic/Latino.  
   
Arrestee Information (up to 5 arrestees):    
  Age:  Report the age of each offender either as an exact number or years, a range of years, or as unknown as follows:

Property Information (up to 5):  
  Property Description:  Record the most appropriate property description by entering the two-digit numeric code in the spaces provided.  For each incident of Cargo Theft, up to five property descriptions may be reported.  If more than five type of property are involved, the four most valuable types of property are to be reprted and the remaining types of property are to be combined and reported as "Other".
  Stolen Value:  Enter the value of the stolen property in whole dollar amounts.  Up to five values may be entered to match the up to five property descriptions.  If more than five types of property are involved, the values of the four most valuable properties are to be reported; then the total value of the remaining properties which were coded as "Other" are to be combined and reported as one total. 
  Property Recovered:  Check the corresponding boxes if the all or some property has been recovered.  
  Date Recovered:  Enter the month, day, and year when the property was recovered.  Up to five dates of recovery may be reported to match the up to five property descriptions.  If there is more than one date of recovery for the same type of property, report the the earliest date.  If the date of recovery is unknown, report the date of the report.
  Recovered Value:  Enter the value of the recovered property in whole dollar amounts.  The value of property will include only property originally stolen in its own jurisdiction.
